From June to October 1990, Administrator Kelvin Dickens embarked on an overseas study tour — visiting 93 organisations in 49 cities across 14 countries — to gain information about services and care and compare them with Resthaven. His return led to a number of recommendations, with a strong emphasis on providing more community services for elderly people living at home in need of support or assistance.
