Funding concerns

Residential care and hostel funding were affected by changes made to the Commonwealth funding system in December 1991. Administrator Kelvin Dickens commented that the modifications did little to help Resthaven ‘provide better care to residents in either facility’:

“In many respects the system has become so complicated and unintelligible that one might say that it is bureaucracy at its most difficult.
Not only have we lost staff hours through the changes to Nursing Home Funding, but we now have more dependent residents generally and must spend more time documenting to substantiate the care assessments.
We must find a way to adequately document the care needs and plans without compromising the care given, and in a manner acceptable to the funding body (Commonwealth Government).” — Administrator, Kelvin Dickens.
