Higher levels of dependency for Community Aged Care Packages challenged the funding levels that Resthaven received from the government. In addition, it became clear that there was an increase in the frailty of clients being referred, and also that there was an increase in referrals of older people with special needs. Furthermore, there was a notable increase in the number of couples referred for Community Care Packages who wanted to remain together at home.
