By the end of 1999, Resthaven, along with all in the Aged Care Industry, had been challenged with ongoing aspects of the Government policy changes of the last two years. Time consuming and demanding matters such as the Resident Classification Scale validations at each site, accreditation requirements both in terms of building standards and care policies, and the question of just payments in support of Nursing Home residents in SA, had caused considerable pressure.
The turmoil surrounding the endless stream of ideological and political revision of aged care practice and systems eventually came to a head in November 1999. At that time, a rally was held in central Adelaide and a motorcade of elderly citizens drove down King William Street — a protest that carried a warning to Government. Although it did not provide an immediate alleviation of the strains on the aged care sector, the political message was sent home and understood by those in power.
