By early 2004, some 2,360 clients were being served by Resthaven community services, and the Board noted that there was no clear limit to just how far these services would expand.

New offices were opened at Old Reynella for Resthaven Onkaparinga Community Services and some programs relocated to Resthaven Paradise and Eastern Community Services, combining Resthaven Paradise Therapy Services and the Eastern region community programs.

Resthaven also made representations to the government on the future of the Day Therapy Centre program and its importance to thousands of clients for more than 20 years. Resthaven requested a commitment that the program be funded over a longer timeframe than the existing six-month contract extensions. Although a 12-month contract was announced later in the financial year, uncertainty remained.
